Fort Bliss Celebrates Freedom Crossing Groundbreaking
Deadlift gloves are a smart addition to your workout gear, and they're more affordable than your standard gym membership. Since 2014, discussions about a new recreation complex at Fort Bragg have created a buzz for residents of Fayetteville and Fort Bragg.
Plans were recently announced for the development of the Army & Air Force Exchange Service, which oversees retail development on military installations. Called Freedom Crossing at Fort Bragg, the project includes a movie theater, restaurants and retail.
In November, an Army & Air Force Exchange Service representative told The Fayetteville Observer that $27 million had been budgeted for the project, which is still in the design phase.

"Will the new Freedom Town Center at Fort Bragg generate any tax revenue for the City of Fayetteville?" JM said. "What impact will this have on local businesses? Who will reap the benefits of this project?"
J. M. He said he works with mom businesses and is concerned the center could present direct competition to the private sector.
Robert Van Zions, president and CEO of the Fayetteville Cumberland County Economic Development Corporation, focuses on property tax issues.
"It doesn't take anything away from the taxes, but it doesn't add anything," Van Zions said.

For sales tax, he referred us to John Merosky, CEO and President of the Fayetteville Area Convention and Visitors Bureau.
Even if the construction happens later, Merosky said, it could generate tax revenue for the local community.
"Initially building, I think there will be construction jobs that will be created and all the subcontractors that will probably be local or visiting the community," he said. "This means people are more likely to stay overnight in the community with jobs."
Merosky said that once the center was built, it was not seen as competing with off-post businesses, but simply upgrading those currently on post.

"Typically there may be some impact in the short term, but in the long term, I think people will have brand loyalty and a lot of people will want to stay away from work."
He used personal experience as an example. He said he went bowling one weekend and waited two hours at a business on Fort Bragg Road. He decides to go to the Fort Bragg bowling alley, which can't wait.
"I think people want to get out of a place where they work all day and don't want to be out there all night having fun," he said. "Maybe there's a convenience factor, and the lunch hour might be affected, but I think we'll still see dinner crowds (away later)."
The Skibo Road area, an $80 million project, and the Freedom Town Center retail complex are "doing very well," he said.

Over the past two years, he estimates a $1 billion investment in hotel and restaurant sales tax increases in the area.
"So the competition is really based on some new hotels or new residences," he said.
He said the potential for a Dave & Buster's at Cross Creek Mall shows how restaurant and retail business is growing in the right direction.
Some of the businesses the Army & Air Force Exchange Service attracts to the center will help attract businesses to Fayetteville, he said.
Will Fayetteville Benefit From New Bragg Entertainment Complex?
"I think having this happen in Fort Bragg will help Fayetteville, if the name brand isn't good enough in Fort Bragg and if they're in the market, it's good enough for us to move in the community," he said.
He said he sees the center as a convenience for soldiers and their families, and the local community welcoming those families will keep them coming back to local businesses.
The site is maintained to display links to local businesses and their websites, in the context of the Congress and Commerce Bureau. Merosky said he plans to launch a mobile app called ScoutLook Fort Bragg to reach military families and let them know what options they have in the Fayetteville and Cumberland County community.
"Welcoming and accommodating everybody back, giving them what they want and what they're looking for, and giving them the resources to support them to get them where they want to be, and I think that's a good thing that Fort Bragg is trying to do .easier for their Soldiers.

The 85,000-square-foot retail center at Fort Bragg is expected to create approximately 450 civilian jobs on post and space to host a variety of programmed events throughout the year.
An Army & Air Force Exchange Service spokesman said the exchange has signed a letter of intent to operate the theater anchoring the entertainment complex.
"This project is different from traditional military construction because it is a collaborative project with multiple stakeholders over a series of leases," said Army & Air Force Exchange Service representative Chris Ward. "Once we complete the design of that theater, we can move on to the next phase of purchasing the project."
He said the project is likely to begin later this year, so it is premature to discuss potential vendors and brands in the complex.

Ward said it will have about 20 tenants, including a theater, restaurants and dining offerings and limited retail.
The website for the development lists Bar Louie's, Walk-On's, Walburgers, Chipotle, MOD Pizza, Cirque Japan, Smoothie King and Firehouse Sub as potential tenants.
It also lists: iFix, Patriot Outfitters, Lee Nail & Spa, Harris Jewelry, Happy's, Star Nutrition and Great Clips.
Information provided to The Fayetteville Observer by the El Paso Department of Economic and International Development shows that El Paso retail sales have increased since 2010.

El Paso receives 1 percent of its sales tax; The state receives the remaining 6.25 percent generated.
The city's population is larger than Fayetteville, but the population at Fort Bliss is smaller than Fort Bragg.
Some franchisees attracted to the center may also include local franchisees who "pay our taxes and employ people who pay property taxes," he said.
"And once it opens, that means people can't come downtown as a result," he said of his concern.
